CWS nofc4sols adds support for the environment variable "SAL_DISABLE_FC_SUBST".
If this variable
- is set to '0' then fontconfig assisted substitutions get enabled
- if the variable is set to anything else it gets disabled
- if the variable is not set at all the platform specific default is used
