I WAS NOT able to successfully reproduce this bug using the above sequence of
steps after trying several times.

My configuration:
OS:         Windows XP Home Edition 2002 SP2
Machine:    AMD Sempron 3000+ (1.58 GHz, 1.18 GB RAM) 
OpenOffice: v2.3.1

Nonetheless, I was able to reproduce the bug using a simpler set of steps:

1. Open a new document in OpenOffice Writer.
2. Type ab
3. Place the cursor between letters 'a' and 'b'
4. The default font size is 12. Using the font toolbar at the top change the
font size to 60 (or any other size greater than 12). 
5. Change the font size to 96 (or anything greater than what was set in step 4)
6. Go to 'Edit->Undo' OR click on UNDO button at the top.
7. The letters 'ab' are now of size 12, but should be of size 60 (i.e. what was
set in step 4)

In this case we were changing the font from a smaller to a bigger size (i.e.
from 60 to 96), but the problem also exists when changing the font from a bigger
to a smaller size (i.e. from size 96 to 60).

As it was pointed out, neither FONT TYPE (i.e. Arial) nor particular FONT SIZE
matters.

Also, as said above, the problem could be avoided if the text is selected prior
to changing the font size.
