I know that this has been raised as an issues for ages. But I am faced with
either using OOo ver 2.0.2 because it is in my language, English, or using
version 2.4 in US "English" for security. 

I know that nothing will be done, but as an ordinary user of OOo I have now
reached a high level of frustration that every upgrade over-writes the
dictionery that I have work hard to correct during the life of the previous 
upgrade.

It might not drive me into the arms of M$, yet! But it surely looks as though
the project doesn't care about the rest of the world, giving preference instead
to their own dialect instead.
