Please try the following. Delete the javasettings_Windows_x86.xml in your user
settings. To make sure, you could also completely use your user settings. 
They are located at 

c:\Documents and Settings\<user_name>\Application Data\StarOffice8
The javasettings file is located at
c:\Documents and Settings\<user_name>\Application Data\StarOffice8\user\config

After deleting the user data restart OOo and choose File->Wizards->Letter
The wizard is implemented in Java. When choosing it, OOo will search a JRE.
What happens?
If the wizard appears then a JRE should be selected in the options dialog. BTW,
on Window a JRE is selected on demand. If you never used a functionality which
requires Java, then there won't be a JRE selected.

Next step. Try to select a JRE manually in the options dialog. For example, 
select
C:\Program Files\Java\jre1.6.0_04

What happens?
