Yes, I understand you... But you don't understand me :-)

- If your NUMERIC Keypad have a dot/period instead of comma, it is an En-US
NUMERIC layout. Because there, DOT is more useful than COMMA.

Default OOo Seting need be: "Output is what is printed in each key".
If a key show a DOT, give me DOT when pressed.

AND, to fix YOUR problem OOo need an option to be set: "My NUMERIC Keypad have
only DOT key, but I need change it to COMMA".

This setting never can be default, because DOT is DOT... COMMA is COMMA.
