The Adobe Reader 4.0 supports PDF version 1.3
OOo exports the PDF with the version 1.4
So you need at least the Adobe Reader 5.0 which supports PDF version 1.4
In other hand, we do not support Win95
In summary this issue will be closed as won't fix.
