As already mentioned in issue 93555, this would be not just adding an entry to
the language list box, but also a mechanism to suppress it everywhere except in
UI language selection, as we do use the same list box content for all places
where locales are to be selected. Not sure if implementing that fits into the
schedule of my other work for OOo3.1, but I can try.
