One of the first things that it asks when filing the bug report is what version of OO is being affected. I had no idea that you were trying to reproduce the problem in OO3 until you posted your specs. OO3 will be on most distros in the near future, so I have no problem that a fix won't be issued for 2.4.1. Still, I spent a lot of time investigating this only to find out that no changes will be made on 2.4.1 anyway.
