Extensions should be treated this way. In RC1 I have installed various
extensions. Some I installed as available for all users; some I was unable to
install for all users because they required each user to agree to a license.
Those extensions that are placed in an individual user's profile should not be
deleted or overwritten in an update. What happens to extensions that are
installed globally when OOo is updated? Are they deleted or overwritten, or do
they survive an update?

Treatment of extensions may seem like a separate issue from treatment of
dictionaries, but with OOo 3 dictionaries are extensions. Installing an update
of OOo should treat user installed extensions and dictionaries in the same
manner and should leave both survivable in an update, whether they be globally
or locally installed.
