In general I agree to this, but with the exception of pre-bundled extensions.
They should be seen as part of the installation (it's an implementation detail
that they are extensions and not single files somewhere in "share") and so it's
only natural that they are removed when the application is deinstalled.

OTOH if a user explicitly installs a dictionary it should not be deinstalled
automatically when OOo is deinstalled (e.g. in an update procedure). This is
definitely true for dictionaries and all other extensions that are installed for
a single user. I think the same is true for dictionaries and other extensions
installed for all users, but I haven't tested that, I assume that the QA has
checked that before this issue was closed.
