AW: The apps besides Draw/Impress have no setting in the options toolbar for
switching FullDrag on/off, so i added at least a default setting to
SvtOptionsDrawinglayer ("SolidDragCreate", default true) which is used to init
the mbSolidDragging member at the SdrDragView.
Also changed "AntiAliasing"-default to true now. Adding to the Todo-List. Added
helper code to the SvtOptionsDrawinglayer to detect if the system we are running
on supports AA at all (IsAAPossibleOnThisSystem()) and added to IsAntiAliasing()
method. Added helper to options dialog to disable option when not supported.
Inside IsAAPossibleOnThisSystem() WIN and OutDevSupport_TransparentRect is
checked (which triggers when XRenderExtension is missing).
