Your are right "File > New > Label" isn't called a 'wizard' but a 'dialog'.

I cannot find a help page "how to make labels" but I only find the guides
"Creating and Printing Labels and Business Cards" and "Printing Address Labels".

The guide "Creating and Printing Labels and Business Cards"
(/text/shared/guide/labels.xhp) describes it using only the dialog of "File >
New > Label". I have used it and it works as described and correct.

The guide "Printing Address Labels" (/text/shared/guide/labels_database.xhp)
produces some problems:
In step 9 you will see nothing in the document. Therefore you might think, that
the operation was not successful and you will repeat it, resulting in more than
one "next record" field. Or you have input the field at a wrong place as it has
happened in the attached document; but you do not see, where you have input it.
Perhaps there should be the advise to temporarily enable View > Field names.

Step 12 "Data in fields" shows the data instead of the field names, but you get
only one page and it is not clear, whether your document still contains fields
or whether the fields are replaced by the data.

If you follow the advice to choose "yes" in step 13, then you are forced to
select the data once more, otherwise the option "all" will really print all, not
only those, which are selected in step 12. If you choose "no", you will only get
the first page of the selected data.

An additional problem is, that starting with File > New > Labels in step 1, you
might add fields in that dialog, because you see that on the first page or there
are already field entries, because you have used the dialog before.

I do not know, whether the behavior in step 12/13 is correct. If it is correct,
then this issue is primarily a documentation issue and should be reassigned 
then.
