I am not sure but I think that %ghost files and directories do not conflict. 
But you should not use the same path anyway because RPM has problems to replace
symlinks with a file or directory, so it won't be simple to install a real
package intead of the symlink.

Hmm, I thought about to do something like our python or java packages do. For
example, the python package is actually installed into /usr/lib/python2.4 and a
compat symlink /usr/lib/python -> python2.4 is created.

You install OOo into /opt/openoffice.org1.9.90. So, you could create a compat
link  /opt/openoffice.org1.9 -> openoffice.org1.9.90.

Well, I do not say that this is better than /etc/openoffice.org-1.9. I can only
say, that I have never seen such symlinks directly in /etc. But I saw such
symlinks in the /usr subdirectories, for example:
/usr/X11 -> X11R6
/usr/lib/X11 -> ../X11R6/lib/X11
/usr/lib/python -> python2.4
/usr/lib/jvm/jre-1.4.2-sun -> java-1.4.2-sun-1.4.2.06/jre

However, java packages (provided by the JPakcage project, 
http://www.jpackage.org/) create similar symlinks below the directory
/etc/alternatives now.
