TL->briandonovan: For 2.x (where Tagalog probably was not yet available as
language in Ooo) this should work as workaround.

And for 3.x aside from that dictionaries are now provided as extensions
something like that should not be necessary anymore since Tagalog was meanwhile
added as language.
