The bullets can be removed by using the "bullets on/off " in the tool bar. So I don't see the need to have "None" or "blank" in the "Bullet and Numbering" dialog box. On the other hand, what you're referring to in the help about the availability of the option "None", is actually about the custom numbering options found in "customize" tab in the bullets and numbering dialog box.
