I stepped through your list and the line to reinstall en_US-dict solved the issue. I have no idea why this wasn't installed correctly the first time. I don't recall seeing any errors or warnings during installation. My computer has been through several "updates" since OO_1.x, so maybe something was left. I performed some cleanup while trying to resolve this issue, and OO 3.0.1 is now working again! Issue resolved/fixed. So I'm marking it as resolved. Thanks again!
