My first investigation reveals the following:
- A deep look into the file <corso.odt> (unzip the ODF file and opening the
<content.xml> file in Firefox) reveals the certain lines have positions like
x=-298261,61mm, y=-298261,61mm.

- Also the figures on page 196 (Figure 70: Error reporting and Figure 71: error
return) contain lines with such positions.

--> the attached document is already the result of the described defect, but not
the original document, which contains lines with correct positions.

- Correction of the positions of the lines of figures on page 196 (select one,
open context menu, chose "Position and size", inserting something meaningful
into the position values, confirming the dialog, moving the lines with mouse to
a meaningful position), saving and reopen the document does not show the
described defect. The lines are still at the positions at which I have located 
them.
(I will attach this created document soon).

- Trying to reproduce the defect from scratch:
-- new text document
-- insert text frame with some paragraphs
-- insert a couple of lines anchored to the paragraphs inside the text frame
-- save
-- reopen
--> lines are still at the positions at which I have located them.
(I will also attach this test document soon)

- A first look at the code does not reveal anything that may cause the described
defect.

--> Currently, I did not see any defect in OOo - more testing and information
are needed.

Please take the two documents, which I will attach soon. Open them in your OOo.
Save them and reopen them. Does your described defect occur in your OOo?
