I have anyway tried to reproduce the issue with the regular ODS filter, by saving a sheet that contains a cell that has the text " x | o". Regardless whether pretty printing is enabled or not, when loading the document, I get two spaces. Which means that the issue must be in the flat filter that only the Debian build has, whatever that is. But to answer your question: If a document that contains two spaces contains 23 spaces after saving and loading it again, then this is obviously not in line with the ODF specification.
