This is set by setup.exe during the installation with the Radio Button:
"Default Text File Type". Choosing DOS there might look like a good idea
but is really calling for trouble for some unix utility programs.

Just enter
$ mount
to see how your installation treats DOS text files.
binmode means no special treatment (unix), textmode does CR/LF munging.

I know ;) . I wrongly assumed that the missing privilidges on the public key
were the problem.
