This is how to reproduce the behavior:

1. Insert a new formula object into Writer or Impress (or probably any other OO
component)

2. Use the following as formula source code:
       "hello" over {a+b+c+d}

3. The resulting formula will have the denominator properly centered, but not
the nominator with the quoted text :(

This kind of formula appears quite regularly. For example in physical equations
with numbers and units (as quoted text) in it.
