It's not just a fallback list, the text system makes decisions based on the language, the text already typed, and several other factors on a glyph-by-glyph logic (and sometimes OO.o adds another layer of frobbing over it). It works quite well for clean modern fonts but it can expose bugs in old fonts If you want to learn about it more you need to look at fontconfig low-level diagnostic utilities.
