It looks like there is no way to define a system default template.

The GUI allows to select a default template for a user or to come back to the 
"openoffice default 
template".
But there is no way to define this default openoffice template for the 
application.

Then, if I install a enterprise-defined template to use as default for every 
users, I need to tell every 
user to define my new model as theur own model. New users will also need to 
define it manually.

I try to define it "by-hand" in the system .xcu files, but either I didn't find 
the good option, either it 
doesn't work.
