This old issue is back in DEV300m71.
Initially, the top drop-down box has the focus, on the Menu tab page and on the
Toolbars tab page. Both use the same Help ID
cui:ListBox:RID_SVXPAGE_MENUS:LB_MENUS 705498935
So the Help button for the Toolbars tab page will open the Menu tab page
initially.
Pls always assign different Help IDs for controls that have the initial focus,
or remove the Help button from dialog boxes where that is not possible.
