Sorry, I must confess, I still do not quite understand what do you mean. I thought you want to build an office version that always installs the plugin centrally. In this case you do not need to turn the tab-page on the options page dynamically, you could just get rid on the tab-page in the build. As I have mentioned, it would be against the current specification, that means that it would not be used in the official builds on OOo site. But that is a consistent way for a special build from my point of view.
