If a distro installs plugins in MOZILLA_FIVE_HOME/plugins of their product, they need to make sure to symlink /usr/lib/browser-plugins/ accordingly. I see no scenario, where /usr/lib/browser-plugins/ exists and is not containing all the available plugins.
