Had a walk, changed my mind:
/usr/lib/mozilla/plugins/
/usr/lib/browser-plugins/

should be enough for everybody. If a distro installs plugins in
MOZILLA_FIVE_HOME/plugins of their product, they need to make sure to symlink
/usr/lib/browser-plugins/ accordingly. I see no scenario, where
/usr/lib/browser-plugins/ exists and is not containing all the available 
plugins.
So unless Fedora/RH are doing something extremely funky, the two paths should be
enough and the can of worms can be kept closed.
