If _NET_WM_STATEFULLSCREEN is not used, you're using a multiple monitor (Xinerama) configuration. On these _NET_WM_STATEFULLSCREEN does not work reliably since some window managers make it mean "full screen" = whole root window = all monitors, whereas others interpret "full screen" = "use all the monitors the window is currently on" or "one of the monitors the window is currently on".
