If you use xdpyinfo, are you sure there is no XINERAMA extension present ? What desktop are you running (that would decide whether OOo uses its gtk plugin or its generic X11 code for this, though in both cases _NET_WM_STATE_FULLSCREEN gets used when there is no or just one XINERAMA screen). Also which OpenOffice are you using ?
