I was able to reinstall "OOo_3.1.1_Win32Intel_install_wJRE_en-US.exe" downloaded on Nov 16, 2009 with no problem at all, under exactly the same configuration. This issue is NOT RESOLVED. The FAQ link on the left of this screen links to http://qa.openoffice.org/issue_handling/project_issues.html which only discusses ISSUES but not the install/permissions problem. It appears there may be a solution discussed HERE in the forums that I finally found: http://user.services.openoffice.org/en/forum/viewtopic.php?f=15&t=13654&hilit=+1304 I will come back and update if the suggestions given hee work.
