(2) I use DEV300m77 and OOo3.2. I cannot see 8.30000 display, using a default format. In which OOo version can it be seen? Are you speaking about a cws koheiautodecimal build? Then the summary should mention it. (3) My personal opinion: If the real cell content has to be rounded for to meet the user setting of decimal places limit or for to fit into the column width, then right-hand zeros should be shown. But that has to be done both for round up and for round down. In the screen shot I can see, that it is not done for rounding down. I don't like such inconsistence. But such a technical approach will likely not satisfy non-technical users.
