Inheritance of emptiness was changed earlier than 3.2, I doubt that this is
related. After all, an expression like =IF(B2 ; A2/B2 ; "") if B2 is 0 or empty
results in an empty string, not an empty cell, and it did that before.

However, what may be is that the formula result in this case is an error now if
content of B2 happens to be a string, that changed in 3.2

@villeroy: Could you confirm or deny that the behavior you described happens
with formula cells that result in error?

@oj: Any changes in the spreadsheet driver how it detects "emptiness"?
