The format could be set to A3 automatically if the current printer is able to
print the resulting format (i.e. A3). Today this change (i.e. to A3) in any case
results in an error message or a print out on the largest supported page format
like letter. This is of no help for a normal user owning only an A4+ printer.
Please try Adobe Acrobat and you will find the same behavior of not touching the
format even if you print an A3 (A4|A4) brochure. Also printing in OOo behaved
like this the last 15 years.
