It tells the user, that he has to set the desired paper sheet size at the printer. An downscaling to the available paper sheet size it not wrong per se. The problem, that the user does not know, which paper size is assumed, is already tracked in issue 107331 and solved there. I propose not to change the behavior until there is a well discussed spec about brochure printing.
