The 32bit ODBC administration tool is not readily available through the Windows7 x64 UI. The best solution is to use a 64bit client. Albeit hidden (and not recommended by MS for its lack of addin compatibility), MS Office 2010 provides a 64bit version. OpenOffice doesn't.
