On "Accessibility" make sure option "Help tips disappear after ..." is set and time is set to a reasonable amount of seconds (defaults to 4 sec.) 3. On "General" set both options "tips" and "extended tips" 4. Close dialogue with OK and point with your mouse to an UI element Expected behaviour: Balloon help shows extended tool tip and disappears after 4 seconds (see above, #2). Observed behaviour: Balloon help with extended tool tip won't disappear. Cross-check: Unsetting the "extended tip" option (see above, #3) will cause short tool tip to disappear after 4 seconds.
