I cannot confirm it. It works for me on WinXP with DEV300m94 and with OOo3.3RC7
and all older versions I used.
You can add an icon for it to a toolbar, category "Application" command
"Extended Tips". (Perhaps rename it to a shorter name like Help+) This icon
should be directly connected to the settings in the General tab. When the
checkbox in the settings is marked, the icon is 'on', when the icon is 'off' the
checkbox unchecked. Does it work with this icon for you?
Are you patient enough? It might take 1-2 seconds till the extended tip appears.
