It slipped my attention that the locale data apparently was created using the
it46 tool. Yes, their copyright grants contribution to OOo.
Note that I swapped the content of QuotationStart/End (which were double
quotation marks) and DoubleQuotationStart/End (which were single quotation
marks) elements. You might want to fix that at it46 as well.

When test compiling I got

I used similar format codes as in the ne_NP locale, for example
[CURRENCY] #,##0.00;-[CURRENCY] #,##0.00
'lif' native numbering may be identical to 'ne', is it? If so, we could map
that.
I assigned MS-LangID LANGUAGE_USER_LIMBU 0x0657 mapping to lif-NP.
