2011 -------
a date is more than just the value for the year, or in other words:

assuming you enter "12" into a cell, what do you expect should be displayed)
a) the month
b) the day
c) the year (as 2-digit number)
d) the hour
e) the minute
f) the second
g) or a simple number

the default format is always "Number - General", when you want a different
formatting then you have change this but the value has to fit to the input
criteria (e.g., 01/01/2012 instead of 2012 for a date)

for me it's working as designed
