Searching for "\x25" (or "\x0025") with regular expression ticked and replace with "" removes the percent from the cells and turns them to regular numbers. Searching for "\x201C" (the double left quotation mark in the 3rd and 4th row) works as well. Searching for "\x5E" (the "hat") in row 5 works as well. Searching for "\x3f" (the questionmark) works as well. So the conclusion is: You did not use the right value for the typographic quotes. (and my assumtion from issue 35210 was right. Closing issue as OOo cannot find what's not in the file.
