Indeed, chances are that there are a lot more readers than wirters of a document. But, mostly, readers will read the document only once on the screen, and from my experience readers tend to print the document rather than read it on the screen at all, especially with larger documents - for which the whole issue is the most important. Writers and editors, however, handle the document many, many more times. So the disadvantage for writer/editor of the cursor not being positioned on the last position is much greater than the disadvantage for the reader to have to jump to the top of the doc. So, my votes are for the old behaviour.
