I do not believe this is desired functionality, and heres some reasons why.

Say you are creating a new document. And have just finished a new paragraph. You
hit enter to start a new paragraph, then decide you want to add a line to the
last paragraph after all. At this point, people who use word processing a lot
will hit backspace to go back up to the paragraph. This is because they dont
want trailing whitespace left over at the end of the document because of edits.

It is very easy for this function to delete the tab without the user seeing it
happen. ie, if the paragraph is split over a page.

Typists use backspace, programmers use delete.

It may seem logical from the engineering perspective to preserve the data from
the paragraph with focus. Sadly, humans are not logical. Conceptually, when you
join two linear things together, the first thing in the set takes precedence.

Even if the user finds it logical to preserve the data from the paragraph with
focus, this function will always delete tab data from the paragraph. Even if the
user wanted to alter the prior paragraphs style to the next one, they can not do
so, because hitting backspace at the start of a paragraph destroys any tab 
setting.
