At OOoAuthors we have a template for the user guide. The first page is taken up by the chapter cover. The second contains the license information, acknowledgements, etc. So we have to put the instructions on the third page. These instructions tell the contributor what to do before starting the chapter. The volunteer has to edit some fields, and must be aware of some OOo bugs and work around them. We also provide basic writing information and links. We save the file so that the first thing you see is the instructions. This simple choice has decreased confusion among volunteers to almost zero. I honestly think that the old behaviour was better. And that the proposed "solutions" are worse than what this issue says.
