That could be done much easier: adding .uno:ConfigureDialog to the list of
disabled commands, but I'm not sure how this can work together with a gconf
setting. I don't like the idea to have a special configuration settings just to
disable a single UI command, so I would like to discuss wether we can use the
existing mechanism for this.

Your approach has the disadvantage that it only works if all places in the code
(even those that might be added later) explicitly check the configuration. The
command disabling mechanism is built into the framework and works much more
reliable.

Besides that I don't think that we should disable configuring completely. We
still must be able to assign event bindings, this is an essential part of many
documents or templates.
