conform to the specs; in fact:

a text object is always a text objet, whatever is its fomatting style; its
method shouldn't be limited by the particular color, font, size ... of it's
formatting style, considering that althought the are the default ones, they are
all legal state for the object.

If we can copy and paste a text whatever is its formatting, we should be able to
copy and paste its format with the format paintbrush

Scenario 2 – A text-selection is done (in Writer)
Pressing the icon will copy the attributes of the last character within the
selection made and the attributes of the paragraph this character is located.

please note that if we select a line of text in default formatting, the
paintbrush button IS ACTIVATED and stay selected!! And this is the normal
behaviour the user expects...

Scenario 2 – The cursor makes a  text-selection (in Writer)
The attributes of the source' character are applied to the selection only. And
the attributes of the source' paragraph are applied to the whole paragraph the
selection resides in.
In case a modifier (see Keyboard shortcuts section below) is pressed while
clicking with the mouse into the target area only the text attributes will be
applied but the paragraph attributes will be dropped.

the attributes of the source character should be applied to the selection. 
No difference if the are the default ones....
