*Description*

Pressing shift while using the mouse's vertical scroll wheel will
henceforth create horizontal wheel events. Shift-wheel was formerly
dispatched as COMMAND_WHEEL_DATAZOOM, but no one in the whole office
ever used it. Nevertheless COMMAND_WHEEL_DATAZOOM still exists but is
now dispatched when pressing MOD2 (aka. Alt) when using the wheel.
