Volume in a audio system depend of different parameters. In a digital system, 
you are at the max level when all the bits in a sample are at 1. You can not 
get higher. If you read a CD, the player will just read the samples on the CD 
and send it to the digital to analog converter (DAC) in the sound card. It must 
not be any difference between windows and linux in such case.

If you take the sound from an analog input, it is essential to have a good 
adaptation between the output of the source and the input of the sound card. In 
an 100% analog system, the best case figure will be when the max output level 
of the sources will be the same as the max input level of the input. But an 
analog system can give short pulses over the max continuous level when a 
digital system doesn't have this capability. So, it is hard to define the best 
adaptaion between an analog and a digital system. It depend mainly of the 
dynamic of the analog source and from the dynamic of the music. A good think to 
do is to put a good quality preamp with volume control or mixer just before the 
input of the sound card.

After you have done this adaptation, if you still want a louder sound, it is 
just to use jack and run the ecamegapedal or jackrack, or if you are not using 
jack but only alsa, gnuitar can do the trick.

I am pretty confident at the Alsa guys have done a good job to get the most of 
the sound card and at it is no problem with the sound level inside the box. If 
it is the case, it will be a bug with the driver for your sound card, and you 
have to report it.
