No. I suspect it "promoted" (moved earlier in the cycle) the two
level 0 attempts because there was room on the tape, it fit within
the balance, etc. But on the fourth day other priorities prevented it
from doing that (e.g. other full dumps really needed to be run) so it
left this disk at the last good level it had (just like any other day).
It might have also decided to bump to level 4, depending on the savings.
