Presumably (i.e., I'm guessing here) because the tape will, eventually, be reused. This doesn't necessarily mean that it's valid for reuse right now - put yesterday's tape back in the drive, run amcheck, and you'll be told something like ERROR: cannot overwrite active tape Daily14.
