just a post in case anyone else experiences this problem. 

dump started to fail on this host (mandrake linux host) after an upgrade was
performed on it.  the kernel remained 2.2, but most of the binaries were
upgraded.  in this case dump version 0.4b23 (file size 55196) was installed.

after i downgraded dump to version 0.4b19 (file size 48028 - version
that was on the host before the upgrade), dump worked successfully.
