This directive would be needed by a client, and currently a client does not need a configuration file.

I had already started to move a lot of the "compiled" in options into the configuration file, when I came to this conclusion. I no energy enough left to implement the suggestion below. :-)
The other reason is that no-one submitted a patch (for a seperate optional configuration file used by client programs).
