Besides spool constraints there are also client constraints:
the parameter "maxdumps" (global or dumptype specific) is by default 1,
meaning: the maximum number of backups that amanda starts on a single
host.
Maybe you also have to adjust the spindle number in the disklist:
amanda will by default not start two dumps on filesystems on the
same host with the same spindlenumber.
